Connecticut

The Pension Funds Management (PFM) division of the Connecticut Office of the State Treasurer oversees the investments of the Connecticut Retirement Plans and Trust Funds’ (CRPTF). This includes Colorado’s six state pension funds and nine state trust funds. The Investment Advisory Council (IAC) advises the PFM on its investment policies and advises the Treasurer on the hiring of outside investment advisors and the appointment of the Chief Investment Officer.

  • The IAC board consists of 12 representatives: 2 Ex Officio (State Treasurer, Secretary of the Office of Policy and Management); 5 public members with investment experience appointed by the Governor and legislative leadership; 3 representatives of the teachers’ unions; 2 representing the state employees’ unions.

The “By Asset Manager” and “Asset Manager Voting” tables show the proxy voting records of the state’s asset managers who manage the pensions’ stock market portfolio through index, exchange-traded, or mutual funds. Since these are externally managed funds, the asset managers typically retain and exercise proxy voting privileges. This data is used to calculate the state’s pro-ESG and anti-ESG scores to see how the state leverages its externally managed funds in proxy voting.

The “State Voting” table shows the state’s proxy voting records for directly owned securities through pension fund portfolios. The 1792 Exchange commends the CRPTF for publicly disclosing this information online for its pensioners.

Both tables are important to show a comprehensive picture of the state’s proxy voting record.
